This is symbolic of the ditches that they are digging all over the area by Palza de Toros. They then lay white pipe about 3 inches in diameter and cover it with dirt leaving the ends uncovered

All the little water lines that ran to these houses from the Tamarindo pump have been severed during this process, water is definately a problem at the moment with most hauling water.
