It depends on the surface material. If it is stucco, it will probably have to be painted over. Try wire brush, steel wool, pressure washer, sometimes a simple solvent works -but be careful with chemicals near fragile environments.
There are a number of studies that seem to show that graffiti brings more graffiti. The quicker it is removed, the better if you don't want more.
