Once you have owners permission, to cure that horse 2-4 table spoons of "brewers yeast" mix into a pint of oats as will be bitter, some molasses make it all go quick, a solid week every day should bring it under control, then once a week, my grandad's recipe, he was big animal vet, used it on ranch bought mine in five gallon buckets for cows as well, horse, dogs take maybe 1 tea spoon, no more problems for dogs once a day for week then once a week, goes without saying bedding and such must be clean or mucked out, best of luck, bueno.
