I liked the part about "may cause some inconvenience". Like in "localized, temporary flooding of roads". In our case, it is more like localized, temporary relocation of a road to another area, always downhill from the original location. Relocatiing the displaced roadway to its original location is as easy as hitting Junior's number on speed dial.

Street drainage? Works on the simple principle that running water follows the shortest path of least resistance, usually downhill. If you try to improve drainage on your street, you usually make your neighbour's worse, because the increased water on his road still travels downhill. Except of course when the sewers get overwhelmed and the water travels upwards out of the street.

This morning I'm trying to imagine what all those people down in Boca were doing in the pouring rain at 3:00 am. Are they freeking crazy?

But the air has a wonderful freshness to it and the trees are so much greener now. The birds love bathing in the water collected by the leaves. And the little river running down the street - the children are floating leaf boats in the currents. Never mind trying to fix the road. I think I"ll read my book today.
