Thank you everyone for your feedback. I did go to Melaque to IMS office this week. They were very nice and informative. I was told: at this time, U.S. citizens with a tourist card may go back over the border into the U.S. - any time before their 180 days are up - and then return to Mexico and receive another 180 day tourist card as soon as they want. It can literally be on the same day. So although the trip is costly from this part of Mexico, getting a second 180 day card is perfectly legal.
