I am not an engineer, but if the 2 or 3 culverts were installed when flow is small (at the end of dry season )would not that allow for permanent flow all year like it used to be? and keep even level in lagoon. Yes the bridge is an answer too :bigger than the one on the south side........dont know if the ejido would spring for it........ may be recycled army bridge...... let it flow let it flow
