According to the Wikipedia page Mexico hasn't legalized medical marijuana
yet, but is one of the more permissive countries and currently has a - illegal but
decriminalized - status.

One thing which should facilitate legalization is Mexico has no privatized
prisons to lobby against it.
The real human rights issue is a lot more serious than this article would
lead you to believe.
