I'd say Ross is correct in saying that human development has caused the situation. If you want to dam up the natural flow of water in order to create a road, you need a means to "bleed" off excess water from time to time. Ideally, there would be a culvert with a floodgate to achieve this.
It matters little where the water came from to fill the mangrove. The fact is that is full, and overflowing in places. The release of water will cause temporary angst and inconvenience for some. That's life!
