My two cents:
The laguna needs to be drained but there will be the usual consternation of folks not enjoying the cloudy ocean. I think the Ejido is taking tourist's concerns over those of the folks that live north of town.
As a year round resident, and daily swimmer, I've adjusted to the times when the laguna is opened by rain. You can still swim, but it's a good idea to keep your head above water.
As for me, I'd rather live here than my home in the states, and accept the fact that one cannot expect level of services as you can in the US or Canada. And, as Larry does, always tip the basura guys...our trash gets emptied several times a week.
