Just brought the dog back to Canada via Westjet, as this was the first time going north I was curious as to what actually is required, here is the scoop from the airlines and Canadian Customs.
At ZLO, you are required to show a health and vacine certificate. The entry into Mexico is sufficient as long as the last health inspection was within 90 days, other wise you need a new one (Beto can provide for 200 pesos)
At the Canadian entry point, again a current health certificate and proof of having a rabies shot within the last 12 months.
So what I gathered was that the general health of the dog is important (backed by a certificate) and a record of a currently valid rabies certificate, this must be have administered no less than 14 days prior to travel.
That is what I observed and what was confirmed from the individuals along the way.
A small point, if you are concerned about your dogs safety, I would suggest having several tie wraps with you to secure the travel pen door. Have a pair of nail clippers or something to cut the ties when you want the door open.
