Taking advantage of trivial excuses to get advantage in a market is commonplace. Any PEI potato producer would tell you about a similar ploy. When PVYN was found in a shipment of PEI potatoes at the US border it became the justification for the stopping of shipments to the lucrative US fresh markets for a whole season. PVYN is a desease affecting tobacco but carried by potatoes. Maine lobbyists resented the importhation of PEI potatoes into "their" market. We will see lots more of this at both borders. It always is a ploy at the change of government and the end of treaty agreement periods. The agriculture and softwood lumber treaties are up for renewal.
