A picture is worth a thousand words and this one seems to have generated it's share. A couple of points; the lagoon as well as the beach are Federally protected areas and improvements can be overlooked if "temporary" in nature. To install a permanent bridge or road structure would be a long drawn out, as well as expensive process. Imagine how valuable beach front property is and then extend that to the process of procuring right-of-way for the road and or abutments to support a bridge.
The temporary structures paid for locally (Thanks, by the way) are far more economical in the shorter term than the above referenced process and construction would be. When another big development wants to locate down that way they can be held up to do the improvements. Until then learn to enjoy what ya got.
