I don't know why it "appeared infeasible" Probably something to do with
the 30 minutes. I haven't really thought through the ramifications of

This article was written in 2007 so I don't know if things have changed
since then. Daylight savings time is one problem, another is time zones.
In India they should have two time zones yet they only have one for the
entire country. This proposal was to use a different UTC start
point than the one that actually exist, a 30 minute difference, a
unique way of getting the split it solution.
In China they have room for 5 time zones but only have one. Is there no
"lets see your on the East coast so your clock is two hours ahead of mine"
calculations to do? I don't know how they do this, do they have an imaginary
time zone in their head? Totally new to me.
