Often, high tides do return much of the rocks back to the trench, and sand covers them until the next Summer storms. But usually not all, so machinery is brought in to assist the natural process after the hurricane season. Most rocks are pushed back to the trench, but they do move some elsewhere. Not sure why they move them, and whether they move so much that it might ultimately cause harm to the beach.
