I have both photos and a few seldom used apps loaded on the card. Since SD cards are slower than your phone’s internal memory your system software might be seeing an app that is slow to start and messaging inaccurately.
There is a built in utility that the curious can use to explore the card. Mine is full of the remnants of apps I have removed and my pictures.
Since it is a Google phone your photos are scattered among system memory the SD card trash and the Google cloud. Offloading unused apps so you aren’t running short of memory would be a good start to eliminating the message. Making sure photos are backed up also seems to help. Explore your phone settings. Restart the phone if you make any changes so if something no longer works you will remember the change that caused the issue.
Since your phone seems to be working according to your observations chaulk it up to over cautious programming if your memory headroom is OK and your photos are being backed up.
