3 ticks on a dog is quite normal here. I'm not saying it is okay and not a precursor to erlichia. If Hilary or Kayleigh has funds and wants to help the dog, there are flea and tick treatments available at the vet, Abraham which I would drive you to.
The first stage in adopting a dog is to see if there is room on the flight. There are less and less spots as April approaches, especially in cabin. Then get a soft carrier or crate. Third and most important, make sure the dog you are taking does not belong to anyone else. A photo on this message board is not enough. I would suggest putting up posters and asking the Mexicans around where it is found.
There is a woman who lives in Melaque who has a rescue for smaller dogs. Her name is Brenda Ramos. These are truly rescues. How she manages is beyond me. Truly an animal angel.
