Calls from Canada or the US to Mexico must always be preceded by 011 52 because these are international calling codes. The only difference now is that you no longer add a "1" before calling a Mexican cell phone number. All of the other changes apply to domestic calls only. A + sign is kind of like an "instruction" that indicates an international call, rather than a digit that you actually dial, because not all countries use 011 (plus country code) to dial an international number. (This system applies to calling from phone to phone; I don't know how calls are made from a computer.)
