Mexico. The system will provide a bed and the doctors but that
is about it.
They had a child get seriously hurt and took him to the hospital,
the hospital had no medicines to treat the child so the parents
had to go buy the needed supplies and take them there.
They had no money so they took out a few loans at banks. They
were told to get facturas (official receipts) for the stuff that they
bought and were told that the government would refund them that money
sometime in the future.
It took my friend a couple of years to pay off the loans and
was a serious burden on the family to avoid penalty's for
late payments.
They turned in the receipts for reimbursement only to be shown a stack
of receipts that had been turned in by others (some a few years old)
and had never received the reimbursement from the government.
It was the first time I had heard about how the system works
here.
