Mexico to fight its corona virus - (Notice I did not use Why did
the US... in my query as I am looking for statements,
not questions).
One of the hits on my search was Mexico News Daily which had a
more informative article.

In that article are some words that help to understand
why the donation was made i.e. "This donation comes from
collaborative work..." "He said the funds, which come from
the U.S. Centers for Disease Control and Prevention...."
"They will also fund studies to ascertain risks for specific
population groups with a focus on migrant communities in
the border region,"
