I get the politics in the US (most unfortunately) but don't
know what the conflict is here other than one of which path
to take. i.e. its not a liberal / conservative issue, as far as
I know (which isn't much). Is this about giving one state an economic edge
over another state?

Understandable to be confused after reading this article, it
is either poorly written or written exactly as it is. Is
the Gov saying one thing to cover his ass politically
but resisting the red light cause he knows the burden it puts
on people and/or IMO that it will only slow down a bit what is
going to happen anyway?
