“All the analyzes and all the elements that we have, make us support and tell the population that we are in the maximum risk stage. We have resisted for more than 10 months, but this is the most critical moment,” said the governor of Jalisco to the make the announcement of new restrictions.
This is the third time Jalisco has used the ’emergency button’ and limited some business activity in the State, however, none of the periods of restrictions have slowed the spread of COVID-19.
Vallarta Daily is very light on links, here is a link to the website of the government (non Facebook) with translation below. I used Google Chrome to translate.
- Hospital capacity is not overwhelmed, it is currently at 58.1% occupancy. The new measures are effective from January 16 to 31. Citizens are asked to continue taking care of themselves and appeal to individual responsibility - Jalisco Health Board agrees that there will be no return to face-to-face classes, work activities in the public sector are suspended, public spaces are closed and social and family activity is restricted - No economic activities of industry, commerce and services are closed; these measures will be for the entire state. - They make a special call to the population over 60 years of age to stay at home - The Governor said that despite the fact that the entity is at maximum risk, Jalisco maintains low levels in rates per 100,000 inhabitants of accumulated cases, mortality, and active cases - The beaches of Jalisco are open from 05:00 to 15 : 00 hours; Protected natural areas such as Nevado de Colima or Bosque La Primavera are closed - Churches and places of worship remain open, but they will not be able to celebrate religious acts
The Governor of the State of Jalisco, Enrique Alfaro Ramírez, accompanied by the Rector of the University of Guadalajara, Ricardo Villanueva Lomelí, the metropolitan mayors of Guadalajara and Zapopan and members of the health committee, announced this morning the new agreed state enforcement measures to defend Jalisco against the coronavirus that begins on Saturday 16 and ends on Sunday January 31, in which they emphasize that there are no conditions for returning to classes in person, in addition to implementing remote care for non-essential activities of public service offices, corporate offices and professional services, as well as the suspension of leisure and recreational activities.
After clarifying that the hospital occupation in Jalisco is not overwhelmed by having 58.1% occupation and calling on citizens to individual responsibility, Alfaro Ramírez reported that these measures restrict social and family, religious activity (centers of worship will be open, but without celebrations) and reported that these measures do not close economic activities of industry, shops and services.
“If we stop meeting, if we don't stop going out for what is not necessary, people can continue working. From this we can say that the permitted activities will be in the health sector, basic public services, public and private security, energy and fuels, banking, insurance and notaries, the entire industry, logistics supervision, construction. Hotels will be able to operate, but without common areas, they will be able to open markets and neighborhood commerce with clear rules and protocols, our entire public transportation system will operate on a regular basis, ”Enrique Alfaro stated.
Being at the point of greatest risk of contagion and although there is room for maneuver and unfolding for the hospital reconversion and Jalisco maintains low levels in rates per 100,000 inhabitants of accumulated cases, mortality, and active cases, the health personnel and the Hospitals are increasingly under pressure, so it is important to resume measures that have already been a sign of containment in previous months, specifying that the greatest contagion occurs in family gatherings such as the December celebrations, the resurgence of the cold, the visit of migrants to the country and purchases without protocols in the month of December.
Regarding the hospital system, the Governor clarified that there is a general occupancy of 58.1%, being the Guadalajara Metropolitan Area (AMG) the one that registers its highest percentage with 22.2% in the Jalisco health system and 78.6% in the Mexican System Social Security (IMSS).
He added that there is the hospital capacity to reconvert more beds, but it is important that other diseases are not stopped being treated, having a capacity of unfolding already ready, as was done in recent days in the civil hospitals of Guadalajara and that the IMSS.
"We are doing everything in our power from the public sphere but without people we cannot, help us to continue, to maintain the application of the health measures that we have established, the proper use of face masks, the distance between people, avoid Crowded closed places, frequent hand washing and above all the demand for timely attention ”, said the president.
The Jalisco RADAR System increased its sampling number, which meant an increase in cases.
In this announcement it was reported that during these days they will not be able to operate, in addition, bars, clubs, social event rooms (open or closed), parks, zoo, Michin aquarium, gyms, sports clubs, cultural and entertainment activities, Recreactiva route, cinemas, theaters and museums, recreational activities and casinos.
There will be partial restrictions in self-service, department and commercial stores with the entrance of one person, without older adults and children. In commercial plazas there will be no authorization of common areas and parking is restricted to 25%; restaurants will work with a capacity of 50% and until 10:00 pm. Tianguis and commercial corridors are limited with access restricted to one person and access to children and the elderly will not be allowed.
The beaches of Jalisco will be open from 5:00 a.m. to 3:00 p.m. and squares, municipal public spaces are closed in their entirety, and access is restricted in all Protected Natural Areas of the State, including: - In the Metropolitan Area of Guadalajara La Primavera Forest Barranca of the Santiago and Verde rivers (Barranca de Huentitán), Cerro Viejo-Chupinaya-Los Sabinos - In the Interior of the State Nevado de Colima National Park Sierra de Quila The El Salado estuary continues to be closed
The Governor clarified that the work of the education table for the logistics of returning to classes in person will continue with permanent work, once the rates allow the children of Jalisco to return to the classroom.
The hospital capacity is a problem. In Canada, when hospitals approach 60% capacity, all non-emergency surgeries are cancelled, because there are not enough staff to look after Covid patients, who require isolated rooms and lots of PPE for the staff. This disease is very high-maintenance, even outside of the ICU.
Correct me if I’m wrong, but from my observation, there is very little if any compliance with these restrictions, both here and in Melaque/Barra. Bars are open with live music, restaurants do not limit capacity, and mask-wearing is sparse. Also, people over 60 roam the streets freely, LOL!
It’s strange to think that our town is one of the only places in the world that appears to be immune from the pandemic.

Yup, here its like "red button, we don't need no stinking red button"
A friend who just drove to Yucatan said that they are wearing mask everywhere but here.

I agree with your assessment Daniel of the unique and possibly mystical exception that is La Manzanilla. Almost like in "One Hundred Years of Solitude" where Macondo was cut off from the rest of the world!
I found it ironic that a whole new set of jumpies, foosball, and carousel rides were set up in the jardin to mark the start of the Red Alert!
Vallarta Daily said "none of the periods of restrictions have slowed the spread of COVID-19." It is very irresponsible for Vallarta Daily to make a statement like that Without a link to a source.
IMO what is pretty obvious is that any control of the situation is going to happen via the vaccine. The current estimates are that the vaccine last for apox 4 to 6 months. and it takes two shots to get that protection.
I think the vaccination programs globally are all way short of being of sufficient. There will be people who have been vaccinated 2 or three times before the possibily of reinfection is under control. It would take storing up billions of doses and then an unprecidented global effort to knock this out in one go.
Mexico approves AstraZeneca COVID-19 vaccine, minister says
As you may have seen in the graph I posted, Mexico is almost dead last in vaccinations of OECD countries.
Another factor: there are now two more mutations- the South African and Brazilian, which show some signs of being resistant to the current vaccines.
Interesting times ahead...
