I don't get it, are the new restrictions about keeping the less wealthy off planes or bailing out Canadian Airlines or both? More confusion than effectiveness it seems (what a surprise there eh?).
Canadian airlines can still fly to the US which is no COVID safe zone. Flying to US and taking a separate flight to Mexico is not much of an obstacle.
US airlines in Canada have no restrictions flying to Mexico.
Some Airlines from Mexico not flying to Canada means fly to US then Canada.

I don't see anything confusing at all about the article or what the Canadian gov. is trying to do with their new flight restrictions, i.e. clearly they are trying to keep new strains of Covid from coming into our country from travellers. Whether it'll be effective or not is another question and I guess we'll find out soon enough. Why would "they" want to keep the less wealthy from flying? How would that help? That makes no sense to me. And I don't see how losing all this business in any way bails out the airlines. I would think just the opposite. In fact, huge layoffs ensued at Air Transat for one immediately after the announcement.
As for those Canadians trying to buck the system by flying with a US carrier, as you point out Daniel, it does seem like a bothersome and quite expensive route to go.
I haven’t seen anyone bring up another little thorn should Canadians want to come back via the States and that is the legalities around those who aren’t allowed in. In our case, Ted got caught smoking a joint—in Canada—in 1978. He’s not allowed in. Sure would be awkward if we were trying to get back, never mind the expense of Covid testing and hotel stays. Even AeroMexico has cancelled their YVR-MEX service until the end of April. So far.
