it reminds me of the blind people touching the elephant and trying to describe it, each describes the elephant as the part they are touching. So it is with asking how Mexico is handling the pandemic, our opinion will be what we personally have experienced but that is completely different than a hospital worker or someone who lives in a big city where regulations are different. NEI (not enough information) we don't know all of the information that Mexico's government has to consider in its path forward.
For the average person it can be a mind boggling question, what part of the response should we focus on? How forgiving should we be of situations created by the novelty of the virus i.e. everyone is learning as we go.
I found this Washington Post (not my favorite source) article that covered quite a few of the things Mexico's leaders have to consider.

Politics unfortunately plays a big part in this pandemic, leaders are damned if the do and damned if they don't and the opposition is quick to criticize as a way to boost their party's popularity.
Mexico has resisted throwing money at the situation like some of the more wealthy countries are doing, that only creates other problems like inflation or devaluation of the currency in the future.
I wish AMLO would wear a mask, at least in public.
If they can get the vaccine program on track the situation may improve fairly quickly. Good news on that today.
'Our gratitude always': From China's CanSino, Mexico welcomes one of its biggest vaccine shipments yet
Mexico gets AstraZeneca doses from India, expects more Pfizer, as it prepares for next phase
As an aside I have pretty strong feelings about vaccine distribution prioritized on a global scale with health workers and the elderly first. Also limiting the profit of pharmaceuticals. This could lead to a much needed unification of the people of the planet.
