Also in the uncertain category is climate change, which can go dramatically either way, more or less water. If the trend happening this year continues the aquifer will be saturated (not saying how big our aquifer is i.e. how many people, farms etc. it can supply).
Certainly the tracks of hurricanes changed dramatically this year, we have not had any go by us out in the ocean like they usually do, all have been close to land. They give lost of water but not the kind that soaks into the ground.
