People jumping into water from boat to “see” whales

It is so discouraging to see people jumping from a fishing boat near the mother and calf nursing in the bay and swimming feverishly towards them. This disrespectful behaviour will only lead to others overstepping boundaries with the whales in the bay, and boat owners will be compelled by flush patrons to continue this behaviour. International standards have been set to protect whales for a reason, whether or not local fisherman choose to respect them. The calf’s future survival is dependent on this nursing time.

Pray tell what "international standard" discourages folks from swimming in the vicinity of whales? During my swim to the rock yesterday, I witnessed at least one person from the boat get in the water but I seriously doubt if the whale did. Momma and calf more likely would have been bothered by the boat, itself, or the two paddle boarders nearby. However, I bet they both took their visitors in stride, no problema. The ocean is huge, whales are large and swimmers are but mere gnats on an elephant's leg. | -------------------
