It seems to me that if this one is a done deal, then forming a city council is the only way to go up against the next one to come. Who owned the lot? Could they have been persuaded to sell to the city instead? People would pool money together if they had a way to do it. Let local lot owners know about this and give the city "right of first refusal" if they ever decide to sell. I think without a city council, there is not much power to stop more people from selling off their land.
Also, maybe not too late to put in requests to at least have Oxxo do something for La Manzanilla... like providing pubic restrooms for all the buses and a maintained garbage and recycle station.
